EU Youth President Éanán Peppard Champions Digital Education and Equal Access Across Europe

EU Youth President Eanan Peppard has called for a transformative approach to digital education in Europe, advocating for policies that ensure equal access to digital tools and resources for all young people, regardless of their socioeconomic background or geographic location. Peppard’s comments come at a time when the digital divide continues to threaten equal opportunities for youth across the European Union, particularly in rural and disadvantaged areas.
Speaking earlier in the week, Peppard emphasised that while digital learning and technology play an increasingly vital role in education, there are still many young people who are left behind due to a lack of access to the necessary tools and infrastructure. “The digital age has transformed education, but that transformation cannot be a privilege for some and a barrier for others,” Peppard said. “We must ensure that every young person, from the remotest villages to the busiest cities, has access to the tools they need to thrive in today’s digital world.”
The Growing Digital Divide
The COVID-19 pandemic revealed and exacerbated the digital divide across Europe. In many regions, particularly rural and low-income areas, students faced significant challenges in accessing online learning platforms, often due to inadequate internet connectivity, lack of devices, or a lack of digital skills. According to a recent report by the European Commission, nearly one in five students in rural areas of Europe still lack reliable internet access, making remote learning nearly impossible for them.
Peppard highlighted that while EU programs such as the Digital Education Action Plan have made strides in addressing these gaps, more needs to be done to create a truly inclusive digital learning environment. “It’s not enough to have a few students in the city benefiting from high-speed internet and state-of-the-art devices,” he said. “We need to invest in infrastructure, education, and digital literacy for all.”
A Vision for Digital Education Reform
Peppard’s vision for digital education reform includes a multi-faceted approach. First, he advocates for significant investments in broadband infrastructure to ensure that fast and reliable internet is accessible to every corner of the EU. This would help bridge the gap between urban and rural areas and ensure that all young people have equal access to online education.
Second, Peppard is pushing for a stronger emphasis on digital literacy across the EU’s education systems. He believes that digital skills should be taught from an early age, not only to help students succeed in school but to prepare them for the workforce in an increasingly tech-driven job market. “We need to equip young people with the skills they need to thrive, whether that’s coding, digital communication, or cybersecurity,” Peppard explained. “These aren’t just optional skills; they’re essential for success in the modern world.”
